When creating a new or editing an existing rule, unless you are sure you are going to complete it before you hit save, disable the rule.

Then, when you are happy that everything is done, click on Rule Enabled to make the rule enabled.

This 'tip' avoids having you save a partially set up rule and have it run accidentally.
