When this happens, your first thought is that the system is broken, especially when you try it many times.

Usually it means in MC that you didn't do what was necessary to have the button do it's function.

So just as an example, in the following one, the Edit button doesn't edit the list, it edits one item in the list.

So until you select something, like 'Repair Center Name', clicking the edit button does nothing (other than throw errors in the developer console.) But once you select something from the list, you have met the criteria that the edit button has for doing something, and it will do something.
